The Authority Of Rural Governance In The Transitional Period And The Reconstruction Of Rural Order

At present,China's rural society is in the traditional transition to the modern era,facing enormous development opportunities,but also hidden risks and crises,threatening the stability of rural society.Authority and order is an important academic topic of political science and sociology,rural communities in different regions have their own characteristics,Analyze and summarize the characteristics of the case can improve and supplement the general theory.This paper chooses the typical representative Quancun that located in west of Jiangxi Province as an analysis object,and lead the research object sank to the village group level.We try to discuss the running dilemma of the rural governance authority by taking the time node of the collective petition for the authority and order transition in 2013.This paper will explore the practice of rebuilding the village order in the light of local practical experience.The main body of this article will be divided into the following four parts.The first part,from the basic situation of the study of Quancun village,analysis its original authority structure,then regard its collective petition incident as a clue to find out the plight of the village order.The second part,analysis the reasons from the perspective of governance authority,this paper based on several major events happened in the village in recent years,respectively analysis the mechanism why the township governance authority,clan governance authority and the village endogenous governance authority were broken down.And then explore the plight of rural governance authority,explore the new authority to provide a useful reference.The third part is to combine the specific practices of the selected sample areas to reconstruct the authority of rural governance through embedded authoritative construction,assessing the positive experience of this vision and research how it can be improved.In the fourth part,through the reflection on the practice of reestablishing village governance authority in Quancun,combining with the institutional environment of villager autonomy system and the political value idea in rural governance,this paper discusses how to construct a good village governance order by reconstructing the authority of rural governance.
