| The separate regulations are the special autonomy legislation enacted by the people’s congresses of the regional autonomous areas within the scope of their autonomy in accordance with specific national characteristics with regard to an aspect of national autonomy areas.Compared with the comprehensive nature of the autonomous regulations,the separate regulations are more flexible and concrete,which is the main form of the legislation of national autonomous areas.First of all,this article clarifies the concept and connotation of the separate regulations,and analyzes its legislative basis and legislative principles;As well as,it clarifies its legal status by clarifying the relationship between the separate regulations and the autonomous regulations,local laws and regulations and the alternative provisions.Secondly,this article reviews the development of individual regulations in ethnic autonomous areas of Guizhou.Province,and summarizes the legislative achievements and positive effects of the separate regulations in ethnic autonomous areas of Guizhou.Thirdly,from the aspects of economic development,protection of non-material culture,legal system and education,environment and resources protection and urban and rural construction,this paper carries on the text research to Guizhou province national autonomous area,and analyzes its legislative value and its the existing problems,such as legislation is not timely change,legislation and reform do not match,the legislative model and content ’big and comprehensive’,a separate line of regulation has not been well implemented.Finally,this paper discusses the causes of these problems,and puts forward corresponding countermeasures.Paper for legislation of national autonomous areas in Guizhou province research provides data support and references,this is not only conducive to the development and strengthening of development of Chinese law,but also conducive to the rule of law in Guizhou and in China’s development. |
