The Status Quo And Perfection Of Sichuan's "three Prefectures" Autonomous Legislation

Strengthening the legislation of regional autonomy in ethnic autonomous areas is an important measure to uphold and improve the system of regional autonomy in ethnic minority areas,and an important link in governing the country,province and state according to law.Information on the development of autonomous legislation has a direct influence the constitution of the People's Republic of China(hereinafter referred to as the "constitution"): 115-116,the "law on regional ethnic autonomy of the People's Republic of China(hereinafter referred to as the" law on regional ethnic autonomy "),article 19,the legislation law of the People's Republic of China(hereinafter referred to as the "legislative law" article 72,in the implementation of regional ethnic autonomy place.At present,the content of the research on the legislation of autonomy in the academic circle is mainly focused on the standard level of the legislation of autonomy.Based on the characteristics of ethnic autonomous areas,the development of autonomous legislation needs to be tailored to local conditions.Based on the systematic study of the autonomous legislation literature and the core knowledge of ethnic regional autonomous law,this paper takes the autonomous legislation of "three prefectures" in sichuan province as the research object and systematically expounds the achievements of the autonomous legislation of "three prefectures".In the investigation and research,it is also found that the "three states" autonomous legislation has the problems of low efficiency,low quality,unclear understanding of the power boundary of the legislative subject,and low enthusiasm of the masses to participate in the autonomous legislation.Aiming at the above problems and combining with the ethnic and local realities of the "three states",this paper proposes to solve the dilemma of autonomous legislation by enhancing the consciousness of autonomy,improving the legislative mechanism,strengthening the construction of legislative team,strengthening legislative supervision and coordinating the relationship between autonomous legislation and local legislation.In addition to the introduction and conclusion,the text is divided into three parts.The first part,"overview of sichuan tri-prefecture autonomous legislation",mainly studies the general principles of autonomous legislation and the general situation of "tri-prefecture" autonomous legislation.The second part,"the problems and causes of the legislation of autonomy of the three states",investigates and studies the legislative subject,legislative mechanism and citizens of the three states,and finds that there are problems in the legislation of the three states,such as low legislative efficiency,low quality,unclear understanding of the power limit of the subject,and poor enthusiasm of the masses to participate in the legislation of autonomy.The main causes of the problems mentioned above are the weak consciousness of autonomy of the legislative body and the masses of the autonomous prefectures,the imperfect legislative mechanism and the low level of the legislative team.The third part of "sichuan three state autonomy legislation Suggestions",in combination with the practical situation of "three state" and the relevant knowledge,put forward to enhance consciousness of autonomy,improve the mechanism of the legislation,strengthen the legislation construction,strengthen legislative supervision and coordinate the relationship between the general local legislation and the legislation autonomy solution strategy,in order to solve the problems of "three state" autonomous legislation.
