Research On The Standardization Construction Of Auxiliary Police Team

With the further development of a city,the urban population is increasing.The normal police officers can not satisfy the social public security demand.The auxiliary police team become an important supplement and this team is developing in the scale.However,long-term nonstandard management,there are so many problems,such as personnel qualification system,law enforcement,wages,pension insurance,law enforcement cooperation,in the auxiliary police team,which led to all kinds of bad phenomena.Therefore,how to build a standardized auxiliary police team has become the important problem of the current public security organs reform.In particular,the opinions on regulating the management of the auxiliary personnel of the public security organs are more concerned with regulating the management of the auxiliary police team.In this context,based on the theory of public management,taking a small city in Central China as a case,the author analyzed the status quo,problems and reasons of the auxiliary police team in this area,and finally gives the corresponding countermeasures and suggestions,in order to provide effective reference experience for other areas of China.This article first defines the concept of auxiliary police,and use the theory of public goods and non improvement theory to prove auxiliary police team need to refer to the regular police,and need more targeted management.Then,the article from the three aspects of personnel status,management status and the stability condition respectively analyzed the status quo of the auxiliary police team of city K of province H to find the main problems and try to analyze the reasons.Finally,combined with other experience of auxiliary police team standardization construction of domestic provinces and cities,put forward countermeasures and suggestions for the auxiliary police team of City K of province H.The main conclusions are as follows:First,the problems of the standardization construction of auxiliary police team of city K mainly include the lack of legal basis for the management.In the actual operation the auxiliary police team refers to the regular police,but the problem cannot be completely solved,which will cause the lack of stability of the auxiliary police team.In addition,the uneven quality of the auxiliary police team will do harm to people and the process of law enforcement.Second,the main reason for the problem of the auxiliary police team of city K is the lack of laws and regulations,which is a prerequisite for the standardization of construction.Followed by different standards,lack of continuing education,which will lead to a large difference in the quality of the composition of the auxiliary police team.Finally,the financial support of the government at all levels is not enough,which directly restricts the standardized management of the auxiliary police team.Third,to solve the problems of the auxiliary police team of city K there are four ways: firstly to establish special administrative regulations of the auxiliary police team;secondly to guarantee funds to maintain the stability of the auxiliary police team;in addition to strengthen education,and improve the quality of the auxiliary police team;finally to scientific management and strict examination.
