Volunteer service is the voluntary public service activities carried out by volunteers in the spirit of volunteerism.It meets the common spiritual need of human society which embodies the civilization and progress of the society.Dabie Mountain Young Volunteer Association is one of the numerous domestic volunteer service organizations,which makes great efforts to carry out volunteer activities in Xinyang and provide various volunteer service for the local people with the volunteer spirit and unique Dabie Mountain spirit.As people's understanding of voluntary service goes deeper,the volunteer group expands continually.Therefore,how to recruit qualified and outstanding youth volunteers,and how to carry out targeted training and give appropriate evaluation in order that qualified volunteers are able to provide meritorious volunteer services in the volunteer activities,are some real problems faced by the volunteer management organization and managers.In this paper,we combined the domestic and foreign theoretical research findings about the volunteers with the popular competency model in human resource management theory by adopting literature research and case analysis.Through inducting,summarizing and analyzing the practical issues of Dabie Mountain Young Volunteer Association,we obtained the preliminary competency model suitable for the young volunteers.Then,according to the preliminary model,expert interview and questionnaire survey were conducted,so as to revise,simplify and optimize the model.Finally a relatively complete and targeted young volunteer competency model was established which is composed of 10 indicator including one motivation traits(volunteerism),5 professional qualities(teamwork spirit,responsibility,perseverance,initiative self-confidence)and 4 knowledge skills(communication skills,professionalism,influence on others and the learning ability).In addition,in this paper,we preliminarily analyzed and defined the levels of all the competency indicators.That is,for a young volunteer the basic volunteerism(level 1)must be guaranteed,and good professional qualities(all in level 2)as well as appropriate knowledge and skills adapted to voluntary service(communication skill in level 2,and the rest in level 1)are also needed.Based on the model mentioned above,the weight of every indicator was calculated by using entropy method.The weight of motivation trait is 24.17%,the sum weight of professional qualities is 38.19%,and the sum weight of knowledge & skills is 37.54%.Based on these results the recruitment,training and evaluation of young volunteers were briefly discussed from an application perspective,and some related management advices were also put forward as the reference for the organization and management of Dabie Mountain young volunteers.
