With the rapid development of the society, volunteer service plays more important role in social governance and civilization development. As the part and parcel in volunteer service, key volunteers become a kind of resource with growing attention. At the same time,the training for the key volunteers is proved to be an essential research topic.This paper focuses on the case study in Xiangzhou District which investigates the current training of its key volunteers with research methods such as document analysis, field research and unstructured interviews. At the end of this paper, it puts forward specific measures and suggestions in consideration of the competency factors to existing problems.This paper is divided into five parts. The first part is the introduction which includes research background, purpose, significance of this paper, research status at home and abroad, research methods and ideas; The second part is the relevant concepts and the theory basis, focusing on the core concepts and related theories such as volunteer training and competency; The third part introduces the current training of key volunteers in Xiangzhou District; In the fourth part,the author analyzes and structure competency factors in training based on the interview records of 30 key volunteers and the actual situation; The fifth part is the analysis of the problem of key volunteer training, Through the expert evaluation method, we find the gap between the existing competency and the ideal competency, and discuss the problems existing in the training based on the competency; The sixth part is measures and suggestions.In this paper, the training for key volunteer based on competency could improve their competence, and help the volunteer service organization to enhance volunteer management,thus to achieve long-term stable development of the organization. According to the existing training problems and the gap between the existing competency and the ideal competency in Xiangzhou District, Xiangzhou District should carry out the needs of training analysis,design training implementation based on competency, conduct reasonable training assessment and provide better support for training to improve current training.
