On The Legal Regulation Of Government's Purchase Of Public Service Scope

In China,there are many files to regulate the purchase of public service,including laws,administrative regulations,ministries and regulations,local government regulations and regulatory documents.These files own different levels of effectiveness,in which the regulatory documents accounts the most part,while their levels of effectives are lower than others.The definitions of purchasing scope in different files are not in the same provisions,and the coordination in different documents is not strong.There are too many contents mentioned in these files with few systematicness.Thus a lot of problems appear.Based on the existing documents,this paper focuses on the concept of government purchase of public services,analyzes the existing content from the perspective of the future,and points out the problems that should be solved.In terms of regulation,the first step is to unify the concept and clarify the standard.The second step need to choose a more scientific regulatory path.In terms of regulatory content,On the one hand,it is necessary to clearly define the principles,define the criteria,scientifically determine the scope of government procurement of public services,make a clear and detailed directory for government to purchase public service;on the other hand,take measures to improve the relevant systems,such as financial security system,Social organization support system,public participation system.Through the study of the scope of government procurement services in order to make this article be beneficial to the development of purchasing public service system.
