The Influence Of Chinese Traditional Administrative Culture On The Disclosure Of Government Information

The publicity of government information is an important means to protect the right to know,and it is a basic work for the realization of service-oriented government and transparent government.After the official implementation of the Regulations on the Disclosure of Government Information in 2008,the work of government information disclosure has made remarkable progress,but there are still many problems.There are many factors that lead to these problems,and the influence of Chinese traditional administrative culture is one of them.In this paper,Jinxian county government information disclosure as a case,to explore the impact of China's traditional administrative culture on the disclosure of government information,and finally put forward corresponding countermeasures.Firstly,this paper analyzes the current situation of Jinxian county government information disclosure by the way of sample survey,and points out its existing problems.The main problems are as follows:Some units attach importance to the work of government information disclosure,while some units do not attach importance to the work of government information disclosure;The information disclosure work generally evade the crucial point;Various units of government information disclosure requirements are inconsistent with each other;Lack of information on public services;Information disclosure in accordance with the application is still need to be strengthened,etc.Then from the perspective of traditional administrative culture,it is pointed out that the work of government information publicity is influenced by Chinese traditional administrative culture of “theory of original evil of human nature”,“Official oriented”,“the rule by man”,“the pattern of difference sequence”,“Big community standard”.“theory of original evil of human nature” lead to distrust between government and citizens;"Official oriented" culture led to the government information disclosure platform as a propaganda platform;" the rule by man " leads to information disclosure is not according to laws;“the pattern of difference sequence” leads to the government information is only willing to open to "insiders",but not willing to open to the public;The "big community standard" culture makes the government pay much more attention to the secrecy work than the information publicity work.This paper finally points out,we must strengthen the construction of socialist new administrative culture,so as to gradually eliminate the negative influence of traditional administrative culture on government information publicity,by the methods of strengthening the propaganda and education,improve institutional mechanisms,promote legal process,strengthen democratic construction,cultivate collective spirit,and Stimulate social forces.
