Government Responsibility In Water Environmental Governance

According to the current situation of the economic and social development,as well as the predicament of water,the provincial government of Zhejiang province made a major strategic deployment about the treatment of water environment called ‘A total of five water treatment',which is an important practice in water reformation in response to the target put forward by the Party in the third Plenary Session of the 18 th CPC Central Committee that deepening of reform goal comprehensively and promoting the modernization of national governance systems and capacity at the end of 2013.Hence,it is significant to conduct intensive research based on the performance of local governments during the process of implementation.Besides,it can be used for reference for other provinces and cities nationwide to study the responsibilities of the government in the water environmental management and form experience results that can be generalized and copied.Currently,some of the empirical results have been revealed and popularized throughout the country with the recognition of central authorities.In early December 2016,Chinese central authorities issued a formal document,which required various provinces and cities nationwide to fully implement the ‘river chief' working mechanism as ‘River chief' is a major innovation in the process of water control in Zhejiang province.Through learning from the theoretical and practical study of government responsibility in water environment management in the domestic and foreign countries,this article analyzed the current situation of water environment in Zhejiang Province and the implementation of ‘A total of five water treatment' in YW from 2011 to 2015 and the results showed a wide variety of problems existing in the water environment management,including the unknown and unclear responsibility of water environmental protection,the over-reliance on the government finance,the low degree of the marketization,the invalidity of law enforcement and supervision in water environment governance,the lack of government performance appraisal of water environment management,and the severe situation of water environmental protection and governance.On this basis,this paper puts forward some suggestions on strengthening the government responsibility in water environmental governance from perfecting the responsibility system of the water environmental management,developing the effects of the market,improving the regulatory mechanism of water environmental governance,establishing the performance appraisal system of water environment governance,strengthening the planning of water resources in environmental management,and promoting ‘wise water environmental governance'.
