A Comparative Study On Water Resource Pollution Prevention And Treatment Of China And America

The water resource is the most important resource in the economic development,social stability and the people’s life.It is the important guarantee of the economic andsocial sustainable development. In recent years, the water pollution is serious in ourcountry.There are seven major river systems,including the Liaohe,the haiheriver,the huai river,the yellow river, the songhuajiang,the pearl river and theYangtze river.To varying degrees, they are contaminated. The ground water has beenpolluted seriously. The pollution not only reduces the use function of the water, andintensified the contradiction of water shortage in our country. The water pollution hasbecome a prominent environmental problems, which has caused the wide attention ofthe whole society. This article will study the prevention and control of water pollutionfrom the perspective of law,and it will be beneficial to improve the legal system forthe prevention and control of water pollution in our country.In America,the prevention and control of the water pollution is the way oftreatment after pollution.The United States has accumulated rich experience of theprevention and control of the water pollution and it has established relative perfectlegislation.In our country,the Law on Prevention and Cure of Water Pollution wasrevised in2008, and it is effective in practice. But the accidents of water pollutionoccur now and then.The prevention and cure of water pollution legislation needfurther improvement. Through the comparison research on the water pollutionprevention legislation of China and the United States, this paper could providereference and reference for the prevention and control of the water pollution.The paper is divided into four chapters.The first chapter is introduction, whichoutlined the research status of the water pollution prevention and control at home andabroad. And it put forward the purpose and significance of the research on theprevention and control the pollution.The chapter two discusses the current status andproblems of the legal system of water pollution prevention and control. The chapterthree explains the America’s current status of the water pollution prevention andcontrol and the present legal system.What’s more, the water pollution prevention lawsystem in China and The United States are compared in this Chapter. The chapter fourput forward the countermeasures of improving the legal system for the prevention andcontrol of water pollution. The conclusion of the paper is that we need to improve the administrative system of the water pollution prevention and control; set up clearwater quality standards; encourage public participation; Perfect the judicial reliefsystem of water pollution; establish the legal system of emissions trading, topromote coordinated development of environment and economy.
