Research On Rural Community Governance In The Process Of Modernization Of State Governance

Rural community governance is the basic link of the social management and national management.Whether it is scientific and effective or not,will seriously effect the modernization of national governance.But there are still many problems in our current rural community governance,such as lack of professional workers,a single form of community service,poor autonomy consciousness of community residents,dislocation of community governance,etc.Therefore,we need to integrate community resources,adjust the structure of community governance,change the traditional mode of community governance,explore new paths of new rural community governance.Since the general secretary of Xi Jinping put forward the strategic thought of "national management modernization" and new ideas by the third Plenary Session of 18 th Central Committee of the CPC.It provides new visual angle and strategic guidance for current rural community governance reform.Therefore,to promote the innovation of the rural community governance in the process of modernization of national governance is not only the implementation of national policies at the grassroots,also the inherent requirement of rural community governance innovation.Firstly,this paper summarizes the governance concept of modernization,rural community governance and its historical origin of theory.Secondly,from the modernization of national governance perspective,this paper expounds the pressing and importance of the current rural community governance in our country;Finally,this paper supports some scientific governance initiatives which can advance our rural country community by analyzing and using the experience of domestic community governance.The structure of this article is as follows:The first part: Introduction.This chapter makes a brief introduction of the background,goal and significance,research on domestic and international significance and status,the methods and innovation of research,the shortcomings of this article.The second part: The definition of the related concepts and the significance of rural community governance.This part is divided into two sections : the definition of the modernization of state governance and rural community governance,and the relation of them;the significance of rural community governance is from new socialist countryside,grassroots democracy and the modernization of state governance.The third part: the theory originated of rural community governance.The author analysis and summary from the governance thoughts of Marxist classical writers,the main leaders of the communist party of China,Chinese excellent traditional historical culture.The fourth part:The current situation of research on rural community governance in the process of modernization of state governance.This part from two aspects of efficiency and trouble about rural community governance.The fifth part: The countermeasures and advises of research on rural community governance in the process of modernization of state governance.This chapter is closely tied the modernization of state governance in which puts forward some countermeasures to promote rural community governance by the implementation of the spirit and policies of relevant conferences since the 18 th national congress.
