Research On New Rural Community Governance Under The Background Of National Governance Modernization

The Third Plenary Session of the 18 th CPC Central Committee set the modernisation of the national governance system and governance capacity as one of the general objectives of the comprehensive deepening reform.The Fifth Plenary Session of the 19 th CPC Central Committee,on the other hand,put forward the visionary goal of basically realising socialist modernisation in China by 2035,and proposed to strengthen and innovate municipal social governance,promote the modernisation of municipal social governance,shift the focus of social governance to the grassroots and empower the grassroots.New rural communities are a new form of social life created by governments at all levels in rural areas in the context of urban-rural integration.It is a fundamental unit and an important part of national governance,and the degree of modernisation of its governance directly reflects the degree of modernisation of national governance.In the context of the modernisation of national governance,the thesis examines the new rural community governance and proposes countermeasures to promote the modernisation of the new rural community governance,providing a solution for building a new pattern of grassroots social governance and realising the modernisation of the new rural community governance.By combing through relevant national policies and literature,the thesis concludes that the requirements for modernising the governance of new rural communities mainly include:diversification of governance subjects,consultation and cooperation among participating subjects,diversity of governance means and methods,and the goal of realising community communities.Taking X town as an example,it can be found that,in the context of the modernisation of national governance,although the new rural community governance in X town has made certain achievements,there are still problems such as the community village(residents)autonomy being formal,the lack of consultation and cooperation among the various governance subjects in the community,the insufficient participation of the community village(residents)and the low level of public services in the community.The main reasons for these problems are the weak foundation of the rule of law in community governance,the inherent inadequacy of other governance actors,the difficulty of changing the traditional ideas of community villagers(residents),and the lack of resources for community governance.The thesis carefully analyses these problems based on polycentric governance theory and good governance theory,and puts forward targeted countermeasures to promote the modernisation of new rural community governance: building a system of shared governance of multiple subjects under the leadership of the party organisation,strengthening the integration of community governance resources and institutional regulation,strengthening the education and guidance of community villagers(residents),and improving the level of community public services.There are six chapters in the thesis: the first part is the introduction,which mainly includes the background of the selected topic,the significance of the study,the current situation of domestic and foreign research,the content of the study and the research method;the second part is the concept concept and theoretical foundation,which mainly defines the concepts of community and rural community,new rural community and community governance modernization,and explains the polycentric governance theory and good governance theory;the third part is to explain the current situation of X town the current situation of new rural community governance and summarizes the initial effectiveness of the governance of the new rural community in X town;the fourth part is the analysis of the main problems and causes in the practice of new rural community governance in X town;the fifth part is the countermeasure suggestions for promoting the modernization of new rural community governance;The sixth part summarizes the research conclusions of this paper,and proposes a plan for the modernization of the same type of new rural community governance in other regions of our country.
