The Qing government's laws against Mongolia are a direct indicator of its ideas governing the Mongolia and have great meaning for later research of the Qing dynasty's ruling policies on Mongolia.The Qing government has explored,developed and improved its legislative process of Mongolia region,which is roughly correspond to Emperor Nurhachi,Hong Taiji,Kangxi,Yongzheng and Jiaqing period with such successive decrees as Shengjing Statute,Mongolia Law and Lifan Yuan Statute issued,among which the most representative is the Mongolian Laws.These specially formulated laws and regulations for Mongolia region reflecting Qing's ideas for ruling frontier have had not only direct impacts on the national relationship at that time,but also had a deep influence on the later formulation of national policies.Starting from the study on Mongolia Law and combining other historical materials,this article introduces and studying Qing's prohibition policies on Mongolia region,namely,the "Prohibition policy".The first chapter of this article introduces the meaning of "prohibition" and the prohibition policy and then defines versions of "Mongolian Law" referred in this article.The second chapter,with "Mongolian Law" as the breakthrough point,cites a large number of historical materials to provide stipulations of Qing's prohibition policies and classify such policy from the perspective of life,economy and culture and spirit.The chapter in question is dedicated to describe the original appearance and add analysis and comments at the same time.The first chapter sets the stage for the third chapter as it defines the version of Mongolian Law studied in this paper.And the third chapter focuses on studying the adjustment of Jiaqing's prohibition policy by contrasting with Qianlong period and concludes that degradation from prosperous Qianlong regime into Jiaqing regime results in adjusting and altering prohibition policy.The chapter in question makes introduction and comparison on the alternation of such policy and makes great efforts to explore its social reasons.In the last chapter,the author proposes his thinking of prohibition policy:first,make comparison and study relations between some contemporary laws and Qing's prohibition policy on Mongolia;second,make comments on prohibition policy and its influence.This paper tries to break through the inherent negative effects and make comprehensive comments on such policy as far as possible.
