Study On Sexual Exploitation And Abuse By UN Peacekeepers

The United Nations Charter prescribes that to maintain international peace and security.The United Nations peacekeeping operation came into being,which is implementation method of collective security system and is temporary approachto deal with the conflict between the traditional peaceful way and the forced way.Nearly 70 years of peacekeeping history proved,UN peacekeeping is indeed one of the most effective means of achieving peace.However,with the rapid development of peacekeeping operations,many problems have come to light.At first,the key to peacekeeping issue was the complexity of mechanism or conflict management,And then gradually pay attention to the issue of peacekeepers.In recent years,allegations and reports on improper conduct of peacekeepers have often occurred because of the large number of peacekeepers,the complexity of their sources,the uneven quality,and the lack of peacekeeping mechanisms.The more common misconduct of peacekeepers includes sexual exploitation and abuse,fraud,theft,abuse of power,dereliction of duty,traffic violations,etc.Which is particularly serious and bad for sexual exploitation and abuse of local civilians.All the allegations of sexual exploitation and abuse received by numerous United Nations systems,and 80 percent related to peacekeepers.Field peacekeepers are the subject of such crimes.When peacekeepers enter a country,they should mediate conflicts,protect civilians and reshape local peace,but some peacekeepers are "looting" and become perpetrators of oppressing weak people.They use their power to coerce,or use their resources to lure and then they can sexual exploit and sexual abuse vulnerable civilians.A large number of sexual exploitation and abuse cases are associated with conflict,extreme poverty,vulnerable groups' s displacement,human trafficking,and prostitution in peacekeeping areas.This article researches for the unmber,severity and impact of peacekeepers' sexual assault over the years.Meanwhile,the author analyzes the subjective and objective factors of the case,including the turbulent politics in peacekeeping areas,the quality and privilege of peacekeepers,the high rate of military and police personnel and the lack of female peacekeepers.The United Nations has always claimed that it has adopted "zero tolerance" for sexual exploitation and sexual abuse,and they has taken multiple measures of prevention of misconduct,the enforcement of United Nations standards and remedical action.However,Peacekeepers sexual abuse scandal is still endless under zero tolerance policy.This paper revolves around the sexual exploitation and sexual abuse of peacekeepers,and focuses on exploring and summarizing the dilemmas in solving the problems and proposing some suggestions.
