The Maritime Non-Traditional Security Cooperation Between China And Asean:Dynamics,Obstacles And Countermeasures

This paper studies the non-traditional security cooperation between China and ASEAN.The Dynamics mainly from non-traditional security threats,the ASEAN economic development needs and so on.China and ASEAN maritime security cooperation began in Indian Ocean Tsunami,in the process of disaster prevention and mitigation mechanisms continue to advance;The anti-terrorism cooperation in the sea,China and ASEAN on the issue of maritime anti-terrorism has formed a variety of consensus at this stage;The anti-piracy and armed robbery cooperation issues in the sea,the scope of cooperation extended from the Malacca Strait and South China Sea area to the Asia-Pacific region;At the same time,the two sides jointly deal with the problem of maritime smuggling and trafficking from three levels,and on the relevant maritime law enforcement cooperation to discuss,to establish an effective mechanism for the consensus.China and ASEAN sea non-traditional security cooperation is facing the following obstacles:First,trust each other is not enough.Second,the sea safety cooperation mechanism is not perfect.Third,maritime security cooperation information communication channels are poor.In view of the outstanding problems in the above cooperation,this paper try to put forward feasibility countermeasures from strengthening the political mutual trust,establishing the complete system of maritime safety cooperation mechanism and the maritime safety cooperation pilot area,establishing and perfecting the information sharing platform Etc.And constantly promote China and ASEAN maritime non-traditional security cooperation.
