In the Post-Cold era, the conventional military security threats have been gradually weakened to the ASEAN countries. On the other hand, the variety of non-traditional security threats have gradual emerged in the security field in the Southeast Asia. With the highlighting non-traditional security issues, there are big opportunities and challenges for achieving the goal of building the ASEAN Security Community, especially for the ASEAN, which has accepted the dominated concept of cooperative security in recent years. In the year 2003, Leaders at the Ninth ASEAN Summit in Bali adopted the Declaration of ASEAN Concord II (Bali Concord II), which stipulated the establishment of an ASEAN Community in 2020, which resting on three pillars:an ASEAN Security Community, an ASEAN Economic Community and an ASEAN Socio-Cultural Community. But since the Southeast Asia have its special political, economic and cultural environment, also, there is a huge difference between these ten countries and the impact from outside powers, so it should be too difficult to construct the "ASEAN security community" under the context of traditional security. Therefore, the ASEAN member countries should keep strengthening bilateral and multilateral cooperation for the response of the non-traditional security threats, then a kind of collective identity will be cultivated by in the co-operation between the ASEAN countries.Meanwhile, it will be more helpful to build the "we-ness" awareness gradually among the regional countries, which will be a new path to build an comprehensive ASEAN Security Community.Firstly, the first chapter of this article have analyzed the expansion of the scope of Security Studies under the new security concept, which is the researching of non-traditional security has gradually become the notable discipline of security research. In the second chapter, by combing the western theory of the security community, the author propose that the study of Post-Cold War regional security Community should focus on the non-traditional security cooperation. In the third chapter of this article, the author use the empirical analysis method to illuminate the details of the status quo and plight of traditional security cooperation in Southeast Asia. Also, it's refer to the details of the non-traditional security cooperation and effectiveness of the non-traditional security cooperation among ASEAN countries. Finally, in the forth chaper, the author use the method which mix the theory and practice, to bring forward the innovative point of this article, which is making it possible of building the "ASEAN Security Community" under the context of the cooperation of Non-traditional Security by cultivating the collective identi ty.
