Research On The Construction Of Grass-roots Party Organization In Wenzhou

The report of the 18 th National Congress of the Communist Party of China pointed out: "Community-level Party organizations play a key role in rallying and leading the people in implementing the Party's theories,line,principles and policies and in carrying out its tasks." While aiming to change the new social situation,the construction of grass-roots party organizations is also facing many new problems and new challenges within the current economic system,social structure,and interest pattern.The construction of grass-roots party organizations is directly related to the consolidation of the ruling status of the party,the building of a new socialist countryside and the completion of a comprehensive well-off society.Therefore,it is of realistic significance to study the the construction of grass-roots party organizations under the new situation.Grass-roots is the party's base and the end result of the party's line,principles,policies,and the higher spirit.In China,grass-roots party building work is complex and diverse,involving a lot of ideas.And it is necessary to select a typical grass-roots as a case in-depth exploration to explore the construction of grass-roots party organizations.Wenzhou City is one of the three major cities in Zhejiang Province.It is the forefront of the reform and opening-up.Based on Wenzhou City,this paper takes Yishan Town and Qiaodun Town of Cangnan County,Tingtian Street of Ruian City and Xiajiang Town of Pingyang County as an example.Issues have become prominent in the analysis of current construction of grass-roots party organizations,such as unreasonable structure of party members,the difficulty in managing the flow of party members,fell-behind party education,poor importing and exporting channels of party members import and export channels,the position progression of party members,the role model of key leaders,and so on.In order to solve the problems of grassroots party building effectively,Wenzhou City has creatively put forward new measures to implement the construction of "Red Cell Engineering".By practicing the basic conception of "Quality Party Building",it has strengthened the construction of Party members and cadres,such as awareness of their identity,sense of service,model consciousness and ability to fulfill their duties.Therefore,it has created a pragmatic public practice within this good atmosphere.Although the construction of "Red Cell Engineering" has promoted the innovation and development of grassroots party building work and has achieved certain results,in the face of new tasks,new demands and new challenges encountered in the new situation,there are still some problems,such as the working mechanism to be perfected,and team structure to be optimized,and so on.We should improve the ability of village cadres to solve complex problems and improve the mechanism of rapid growth of rural talent in order to build cadres with working effectiveness.It is therefore recommended to employ the policy on"import customs",and smooth "export”.It is also important to perfect the grass-roots party organizations to strengthen grass-roots party building work,such as the management of transferring party members,lifelong learning practice.That is to ensure the effective implementation of grassroots party system,and adhere to the purpose of serving the people wholeheartedly.
