Research On The Construction Of City Community Service Type Party Organization

The community is the center and the foothold of party's work in the cities and urban grass-roots political power,the urban community party organization is the foundation of all the work and fighting capacity of the party in the city.In recent years,with the accelerated process of urbanization and the disintegration of the "unit system" society,a large number of foreign workers and "units" and into the community,the work of community is becoming more and more onerous.Along with the urban's economy,politics,culture and social structure of deepening,people's ideological concept,the pattern of interests is also increasingly diverse,all kinds of contradictions and problems emerged gradually,and showed a diverse and complex characteristics.A large number of potential factors affecting the stability of the city exist in the urban community.How to resolve the various contradictions and disputes in the community to maintain the stability of the city and improve the party's ability to govern in the city has become a new task faced by the urban community party organizations.Eighteen report of the Communist Party of China put “strengthen the construction of grassroots service oriented Party organizations” into the specific objectives of the party building,which is the inevitable trend of the transformation of the function of the party under the new situation.Therefore,it is imperative to strengthen the construction of the urban community service oriented Party organizations.Out of the consideration,this article intends to take Yingbin North Community in Xiaoyi in Shanxi Province as example,by visiting and questionnaire survey methods to fully understand the current situation of the construction of the community service oriented party organization.Deeply analyzed on the problems and causes of the construction of the service oriented Party organizations in the community based on the collected data and materials.And using the methods of empirical analysis and literature analysis to put forward effective countermeasures to provide reference for solving the problems of the construction of the service oriented Party organizations in urban communities in China.This article consists of four parts altogether.The first part is the theoretical foundation of research,firstly,by comparing the concepts to make the definition of basic connotation of urban community service-oriented party and the main features;secondly,this article discusses the theoretical basis of the construction of urban community service oriented Party organizations from different perspectives;and finally,respectively analyze the value of urban community service oriented Party organizations from the theoretical and practical aspects.The second part is carried on the reorganization through field survey collected data,focusing on analysis of Xiaoyi Yingbin north community party organization construction measures and preliminary achievements.The third part is on the basis of empirical research,analysis existing problems and reasons for these problems of Yingbin north community party organization construction.The fourth part mainly from the excellent team building,to enhance the service capabilities;optimizing organizational settings,overall service resources;innovative services,expanding service coverage;to strengthen the institutional design,four aspects of the establishment of long-term mechanism to strengthen urban community party organization construction proposed countermeasures.
