Research On The Positive Interaction Between Villager Autonomy And Rural Grassroots Party Organizations

Democracy in rural areas is an important part of the modernization of national governance capacity.Villagers in the grass-roots mass self-government organizations,according to the law directly exercise include the democratic election,democratic decision-making,democratic supervision and democratic management rights.In the villager autonomy under the current rural governance form,and there are three kinds of power that the rural grassroots party organizations of rural political management rights,the village Party organization's political leadership and villager autonomy,the relationship between these powers widespread structural contradictions,the village Party organization function and advantage of village self-government system to play facing structural obstacles.In addition,compared to the issue of democratic elections,some areas of rural grassroots about the democracy construction in democratic decision-making,democratic management right and democratic supervision,and other aspects of the problem is more prominent.The NO.1 Document of the Central Government which published in 2013,pointed out that “strengthening and innovation of rural social management is imperative".Also,the fifth Plenary Session of the 18 th CPC Central Committee put forward the requirement that "national governance systems and management modernization should make significant progress in the following days”.Document NO.1 of the Central Government which published in 2016 further more proposed to the demand "continue to improve the rural leadership system and working mechanism which is leadership of the Party committee first,make no difference in treating party affairs and government affairs,comprehensive administration department in charge of the co-ordination of party work of countryside,last but not the least,each department performs his own role”.At the key point of building well-off society,there are three ways to keep the stability and development of rural areas,that is accelerate the construction of democracy at the grass-roots,correctly handle the relationship between state power and social autonomy and make a positive interaction between villager's autonomy and grass-roots party organization.This paper is aiming to explain the reasons and the present situation in villager's autonomy by lots of investigation and research.The author made great effort to seek a way to solve the problem which exists in villager's autonomy.It put forward advices and suggestions based on relevant theory and combined with Gaolou's current status of the villager autonomy,villagers' autonomy status and existing problems.The destination is to promote the positive development of Gaolou's villager's autonomy.Full development of construction of rural grassroots party organizations and villager's autonomy depend on giving the relative strategies and suggestion,enhancing the ruling ability of the rural grassroots party organizations and making positive interactive between the villagers' self-governance and rural grassroots party organizations.Though the research,the author conclude that positive interaction between grass-roots party organization and villager's autonomy has not been achieved.On the contrary,it has a conflict side,contradiction,and disharmony.Currently,the negative effect of relationship between grass-roots party organization and villager's autonomy not only effect the extend grass-roots‘s democracy but also not good at fully promote the construction of new socialist countryside,even more,it do harmful to build harmonious socialist society.So,looking at the big picture of build harmonious socialist society,promote the construction of new socialist countryside and grass-root's democracy construction,we should do our best to seek a way to fulfill positive interaction between grass-roots party organization and villager's autonomy.
