| To develop the villager autonomy under the leadership of grass-roots Party organizations is the realistic need for democratic political construction at the local level in the new era and also an inevitable choice to consolidate grass-roots political authority.With constant perfection of the villager autonomy system,the core leadership of grass-roots Party organizations is gradually standing out,but some new situations and new problems correspondingly come out to seriously obstruct promotion and development of the villager autonomy under the leadership of grass-roots Party organizations,so it is urgent to study and solve them.In this paper,by the villager autonomy theory,community theory,civic participation theory and new public management theory,the author used literature research,investigation questionnaire and interview based on analyzing the villager autonomy status under the leadership of grass-roots Party organizations in Wulong District of Chongqing.Also,the author focused on doing a field investigation on the villager autonomy under the leadership of grass-roots Party organizations,granted 1140 questionnaires as a whole,and recycled 1121 pieces with the recovery rate of 98.3%.Through data analysis of questionnaires,the author sorted out and concluded some problems,including poor development of core leadership in grass-roots Party organizations,grass-roots Party organizations’ service level to be improved,and insufficient capacity of grass-roots Party organizations to promote economic development.Besides,the author analyzed the reasons for problems,such as imperfect relevant legal system,improper cognition of village committee and branch committee,weak measures of grass-roots Party organizations for improving autonomy level,and social environmental constraints for developing the villager autonomy,and so on.By combining with regional practice and targeting at problems and causes,the author proposed countermeasures about five aspects:to reinforce self-construction of grass-roots Party organizations,to construct high-efficient and reasonable working mechanisms of "two committees",to implement "four-council and two-publication" to standard democratic decision-making,to consolidate economic base of constructing grass-roots Party organizations,and defend villagers’ rights to participate in autonomy according to law.Through the research,it can be found that the operation and development of the villager autonomy can’t be separated from the leadership of grass-roots Party organizations.Only by constantly reinforcing the villager autonomy research under the leadership of grass-roots Party organizations and depending on discovering,analyzing and solving problems can we find out a path that is suitable for benign development of the villager autonomy under the leadership of grass-roots Party organizations.Meanwhile,some opinions and countermeasures proposed in this paper show some practical guiding significance on the Wulong District of Chongqing.This research is expected to provide some references for the decision-making of the local district committee and district government. |
