Study On The Government Behavior Of Grass-roots Community Governance

In the past 30 years since the reform and opening to the outside world,the rapid economic growth and accelerated urbanization have made the society,especially the large cities,characterized by complicated demographic structure and diversified demands for interests.This has led to various problems in community management.Governance becomes the main theme of community development research.Shenzhen community governance innovation has been at the forefront of the country,this view will be locked in the "village to change home" community.The development process of the "village to house" community reflects the changes in the political,economic and cultural history of the region.The rapid development of industrialization has brought a large number of immigrants living here,the community structure of social differentiation,community governance there are multiple subjects of governance,and "City&Village" condition transitional and population upside asymmetry,to provide a governance Soil also increased the difficulty of government community governance.Therefore,this paper,based on the theory of governance,combined with the actual situation of the community,and interviews with community governance subjects,field research,the author sums up four aspects of government behavior in community governance,from governance,law,responsibility and effectiveness.The lack of legal basis,the lack of equal rights and responsibilities,inefficient governance,the corresponding reasons for the analysis,namely,the value of government-oriented deviations,the legal system,the legal system of governance,Imperfect government power to limit and manage the contradiction between single and multiple needs.Based on the study of governance theory,the author gives the policy recommendations to solve the problem,the corresponding from the establishment of two-way interactive governance network,to build a sound legal system,appropriate power transfer and meet the multiple needs of four aspects of improving governance behavior problems.
