Government Behavior Reserach In Urban Community Governance In China

The reform of economic structure promotes the reform of the social system and social structural transformation.Now,the economic structure of our country has been transformed from planned economy to market economy,and the government's control of social administration has been decreased gradually.As the basic constitutive element and import carrier of social governance,the city community now is enduring a developmental process.The city community first disintegrates from unit system to block system,and then develops into community system.And the process,in some degree,shows the developmental process of our country's social governance structure and governmental power.The market economy promotes the reform of social structure,and drives the reshuffle of the division of the country.The government doesn't act as the only power which controls all social affairs.Although the opposite of the weaken of government's administrative actions is the expansion of social self-governance,the untrained NGOs of our country still lacks the ability to shoulder the responsibility of self-governance.Party's Third Plenary Session of the Eighteenth Central Committee clearly proposes the requirement of creating a new social governance system.Thus,under this new requirement,to determine the position of governmental action in city community governance now has important theoretical and practical meaning.So,this thesis paper,in the context of reform of social structure and the reform of urban grass-roots management system,takes city community governance as research object,takes the new public service theory,governance theory and the citizen participation theory as theoretical support,tries to analyze the governmental action in our country's city community governance.The logical framework of this thesis paper includes status analysis,problem finding,reason analysis,experience reference and problem solving.This thesis paper can be divided into six parts.The first part gives the theme of this research through summarize the relative studies at home and abroad.The second part states theoretical foundation.The thesis paper takes the new public service theory,governance theory and the citizen participation theory as theoretical support.The new public service theory attaches great importance to civil rights and pursuits public interests,which provides a valuable perspective to study governmental action.The governance theory thinks the system which sees government agency as the only ruling body should be reformed by adding social organization and private sector,then develops a co-governance of multiple subjects,thus provides strong theoretical guidance to community governance.The citizen participation theory states effective civic participation's positive effect to governmental action.The third part illustrates the historical development of governance action's role in our country's city community governance and also illustrates the exploration of typical model.From the perspective of vertical time,the management of our government of community can be divided into three phases,which are government down the construction phase,parallel management behavior and stage of government governance.The fourth part illustrates the existed problem of governmental action in our country's city community governance and the reason behind it.It turns out that reasons,which include the infiltration of versatile government,the administration of community governance and the government's indifference of the establishment of the system of city community governance,and the government's unfulfillment of guiding and supporting the subject of community governance,lead to the impediment of the development of city community self-governance in our country.The reasons of this phenomenon are the imperfection of legal system,the government's deviation on the cognition of community governance,the inadequate of the training of community organization and relative stuffs,and the unfulfillment of the transformation of government functions.The fifth part,by taking typical foreign country's governmental action in city community governance as example,concludes appropriate experience which is suitable to the situation of our country.The sixth part proposes advice of fulfilling the governmental action in our country's city community governance.The advices are as follows.Creating and perfecting the law and rule concerned on this problem,building up accurate governmental action which oriented into service,establishing a sense of service and improving government's service ability,transforming government functions,creating new mechanism of community governance,cultivating citizen's sense of participation and enhancing the government's ability of leading community to participate in governance.
