A Study Of Government Behavior In Community Governance Of Lucheng Town In Chuxiong City

With the enlargement of city scale, the city’s social structure and people’s social life are in a transition period, and the most grass-roots organization, community, has been the attention of the society, government and people. In the context of the current situation of the development of urban community, problems emerge endlessly: serious tendency of community administration, shrinking autonomy ability, the under supply of service, incomplete community infrastructure and some other problems, in a certain extent, make the work of community governance unsmooth. In the perspective of community governance, this paper chooses government behavior in urban community governance as the research object, combines with the instance of Chuxiong City community governance, tries to find out and analyze behavior problems of Chuxiong city and town level governments in community governance, and puts forward the methods to improve and perfect government behavior in community governance from multi-angle.Chuxiong City is located in Chuxiong Yi Autonomous Prefecture of Yunnan Province, which is relatively backward in the southwest, so effective governance mechanism of the government to establish community is still in the phase of exploration practice, and that the government how to plan and guide the community governance is significant in theoretical research and practice. In this paper, the process of research is divided into three stages, respectively is discovery, analysis, problem solving stage. From the theory of community governance and the introduction of concept definition, combined with the present situation of Chuxiong City community governance, interview and investigate a few large-scale communities governed by Lucheng Town of Chuxiong City, analyze and summarize domestic and foreign typical models of community governance, find out the present problems of government behavior existing in Chuxiong City community governance, such as too much intervention of government behavior, the relationship between government andcommunity governance body has not been disentangled, and the government needs to strengthen community planning and guidance, etc.This paper isdivided into five parts.the first part is the introduction of the reason why choose this topic and the research significance, and the method and framework of writing this paper. The second part is to define the concept involved in this paper, and point out the enlightenment of new public service theory and governance theory in the work of governing urban community. The third part is the analysis of overall situation of Chuxiong City community governance and the case study of the communities governed by Lucheng Town, finding out the problems of government behavior existing in Chuxiong City community governance, analyzing the reasons of these problems. The forth part is to find out the enlightenment to the government behavior in Chuxiong City community governance based on the overview of domestic and foreign typical models of urban community governance, proposing feasible references to perfect government behavior in community governance for next chapter. The fifth part is the focus of this paper, based on the above research, combining theory with practice, and putting forward the methods to improve and perfect government behavior in community governance of Chuxiong City.
