Hazardous materials is toxic,flammable,explosive,corrosive,and radioactive.Different from the common materials incidents,the consequences of the hazardous materials incidents are of "low probability,high risk" because of their dangerous feature,which can cause serious property damage,environmental pollution,ecological environment destruction,casualties and other issues.It is imperative to reinforce the safety management of hazardous materials logistics and to guarantee the safety and property of people.In the business of hazardous materials logistics,there are many links involve the safety management,such as production,storage,use,transportation and waste disposal,which are hot research problems recently.In this paper,we select storage and transportation links,which are of the higher risk,as our focus study.And we propose a multi-objective optimization model for hazardous materials location and routing problem.Now,we will introduce the main research contents of this paper.(1)The current situation of China's hazardous materials and several serious hazardous materials incidents are described in this first part of this paper.And this paper reviews the literature about hazardous logistics location routing problem in foreign countries and China.Then,we analyze the superiority and deficiency of the present research in the field of hazardous materials logistics and find out breakthrough as well as innovation to make this paper more practical.(2)We sort out the location routing problems and their solving methods.Moreover,we detailed introduce the basic principle and application of genetic algorithm.These are aiming to lay a theoretical foundation for formulating a multi-objective optimization model for hazardous materials location and routing problem.(3)Given the background of the hazardous materials logistics safety problem,this paper considers risk,cost and customer satisfaction level as objectives.In addition,traffic restriction scheme constraint is firstly considered in paper,and we assume that the people in risk and vehicle speed are time-varying parameters,which can better reflect the realistic situation.(4)A genetic algorithm is designed to solve the proposed model for optimal solutions,and an example is showed to demonstrate the reliability of the model and the efficiency of the algorithm.The solutions of this paper is useful for decision-makers of hazardous materials industry.
