In recent years,the scale and impact of various emergencies have gradually increased,especially the frequent occurrence of earthquakes in natural disasters,which has caused tremendous losses to our country.After the earthquake,how to carry out rapid and accurate rescue is the key to ensure the safety of the lives and property of the victims and reduce losses.A series of disaster relief documents in China require the establishment of an emergency mechanism with local dominance and extensive participation of social forces.However,the unpredictability of disasters such as earthquakes and the weakness of grassroots management still lead to some problems in local emergency logistics,such as inadequate delivery of materials,waste of materials and unreasonable rescue plans.As the main decision-making objectives of local emergency rescue plan,location,path planning and inventory control are related to each other,so the research should ensure that the overall objective is optimal,not the optimal of a single decision-making objective.Therefore,considering the integration of location,path and inventory,we can not only improve the rapid response to emergencies,but also transport disaster relief materials efficiently and reasonably from the overall point of view,so as to achieve rapid and precise relief in the local areas.Based on the relevant literature at home and abroad,this paper studies the location-Routing-Inventory Problem(CLRIP)of local emergency logistics by synthetically applying relevant theories.Starting from the concept,characteristics and elements of local emergency logistics,this paper analyses the allocation mode of local emergency materials,business scenarios and operation process of emergency logistics.According to the characteristics of local emergency,the decision-making needed for emergency rescue is considered,that is,to determine the location of energency facilities in a given number of potential distribution points,as well as the driving routes of vehicles from selected distribution points to each disaster site,and to control the inventory of distribution points reasonably,so as to achieve scientific on-demand rescue.Taking the shortest total emergency response time and the lowest cost as objective functions,considering the constraints of loading capacity limitation,service level of distribution points,transportation roads and so on,a multi-objective mixed integer programming model for location inventory problem of local emergency logistics is constructed.A hybrid algorithm combining greedy algorithm and genetic algorithm is designed to solve the numerical example,which verifies the validity of the model.This paper is an exploratory study on the integration of location and inventory of local emergency logistics.It is of great significance to enrich and improve the theory of local emergency logistics management.It also provides decision-making reference for government local emergency management,realizes rapid and precise rescue of local emergency,and minimizes casualties and property losses.
