China has the biggest amount of elderly in the world, and it is one of the countries whose speed of population ageing is the fastest. The problem of endowment is related to the interests of every citizen, and has a bearing on the overall situation about prosperity of country, development of economy and stability of society. Therefore all of us concern and consider the topic that how to make elderly own a higher quality of later life and how to turn challenges of ageing society into opportunities. The key to resolve the problem of endowment is to diversify the patterns of endowment. As an useful addition to fundamental endowment like family endowment and institution endowment, migratory-bird endowment comes into sight in 1990s.Recently it becomes hot in the ageing market because it has been thought of the most high quality of later life from one’s 60 to 80 years old.The paper not only treats the migratory-bird endowment as an response to the high level and personalized demands from elderly, but also deeply explore the importance of promoting migratory-bird endowment from the perspective of practicing the active ageing theory raised by World Health Organization. Migratory-bird endowment makes the elderly rights of interpersonal communication, society involvement and self realization possible. For the whole society, the development of migratory-bird endowment could drive some pillar industries like elderly service, real estate and tourism. And then it will promote the regional economic to transform and upgrade and make the key industries to adjust structure and reduce inventory.As a result the adverse affect from ageing population will be diminished and the society will maintain a healthy, sustainable and stable development which is the target of active ageing theory.Faced with the irreversible trend of population ageing in modern society,migratory-bird endowment is an effective solution to the problems and challenges of ageing society according to the active ageing theory. The reason of the raise of migratory-bird endowment in China, on the one hand, is the development of society, economy and culture, on the other hand, is the united force from the intention of elderly and their families, the government’s support and the foster of market. However as a new endowment pattern,migratory-bird endowment is still far from mature. There are some bottlenecks and problems need to be resolved. These are not only the national income level, relevant institution and mechanism and other external constraints, but also some short boards and defects in the internal of the industry. Then paper proposes some solutions from angles of government,market, industry, family and individual to address these problems. The solutions are designed in order to provide some useful ideas for further promoting the development of migratory-bird endowment, so that it can play a more positive role in the practice of active ageing theory, effectively dealing with the problem of population ageing.
