Research On The Government Regulation In The Development Of China's Potash Fertilizer Industry

Since ancient times,the food is the most important thing.But for a long time,our country has faced with a sharp contradiction of population and land,remaining the state of tight balance between supply and demand of grain.Fertilizers as the "food" of food,have being playing an important role in improving yield per unit area of arable land and ensuring grain production.The food production of our country was more than 6 tons in 2014,keeping ten increases in a row.Fertilizer contributed more than 40%of influence for the increases.Globally,potash fertilizer as one of the three largest fertilizer varieties(nitrogen fertilizer,phosphate fertilizer,potash fertilizer),the proportion of consumption on it is 18%of the total consumption of chemical fertilizer(nitrogen and phosphorus are 58%and 24%respectively).According to this proportion of calculation,the contribution rate of potash for grain production in China is about 9%.From this view,potash plays a decisive role in safeguarding our country's food production.But owing to lack of potash resources in China,the domestic potash production is very few.China's potash supply is highly dependent on imports for a long time,it's external dependency is more than 60%once.In order to ensure the supply of potash,and promote the rapid and healthy development of potash fertilizer industry,Chinese government maintained strict regulation on it all the time.From the development result of potash industry,the regulation policies play an essential role and positive influence.But with the development of socialistic market economy and the development of the potash industry itself,the government regulation policy on the potash fertilizer industry is appearing a lot of discomfort.Strengthening the reform and innovation of government regulation system on potash industry,and establishing a more scientific and reasonable regulation policy,is very important to promoting the healthy development of potash fertilizer industry in China.To this end,this paper carried out the following research:Firstly,based on the theory of government regulation and new institutional economics,the author finds out the combination point between it and the potash industry government rules,and then make the combining point as the paper's theoretical basis.In this paper,the main points of the theory are:economic regulation,regulation failure and interest group theory of regulation;Property rights theory,system environment and path dependence theory.Secondly,through the development situation of global potash industry and potash fertilizer industry in China in detail,the author sums up the basic trend of the potash industry development in China:one,the international market and domestic market of potash industry are trending to be integration;second,the industry is highly centralized;the last,the supply and demand of potash continues to grow.Clearing the development trend is the can provide a strong realistic basis for improving the potash industry regulatory reform.Thirdly,through reviewing the evolution situation of the government regulation policy on potash industry in our country,the author analysed the necessity and significance of the government regulation policy,and concluded the problems and roots of it,too.Mastering these pros and cons for potash industry government regulation policy can provide a strong historical reference to the reform of government regulation.Fourthly,on the basis of above research,the author put forward some reflections and suggestions to the government regulation policy on potash industry:one,expanding higher potash resource supply;second,sounding market access system of potash fertilizer enterprise;third,promoting market-oriented reform of potash fertilizer industry.In summary,in this paper,the potash industry government regulation rules reform based on a fully support the theory,reality and historical reference,which has strong reference significance.
