With the acceleration of urbanization and the rapid economic development in China,the number of motor vehicles is increasing,and the traffic congestion continues to intensify.Especially traffic supply and demand have become increasingly intensified in the big city of our country,traffic congestion has seriously affected the sustainable development of the city and the people's living standards.How to control traffic congestion has become the city planning and traffic planning snd the economics research's content.Seeing from the present study,the research on space-time resources and major traffic problems combined with the systematic analysis is not enough.Secondly,the research of policy factors is not comprehensive enough.There are many factors which can cause traffic congestion.To solve the city traffic congestion is a complicated social problem,so it is necessary to study the issue integrating traffic congestion into the social system.The root cause of congestion is the imbalance between supply and demand,this paper is the space resources as city factors,study how to achieve the balance of supply and demand of traffic in time and space resources are limited from the perspective of time and space,so the research combining with the space-time and traffic is necessary.First of all,this paper sorts out the theory and policy of urban traffic congestion management at home and abroad,summarizes the effect of different policies and relevant factors,then selects the policies related to space-time consumption.Secondly,this paper establishes the total consumption of city space model which involves the related factors of population,economy,transportation and so on based on the theory of space-time concept.The model mainly contains the population,travel frequency,distance,unit space-time resources of the traffic.Respectively,these four indexes correspond to the travel distribution of traffic mode choice,traffic resource allocation,the consumption of time and space model can reflect the traffic in each stage.Different modes of transportation space per capita consumption index is calculated,then the calculation formula of the total travel time and space consumption of the city is obtained.Finally,this paper establishes a system dynamics model of city space and time consumption as the goal,taking Beijing as an example of policy simulation,using Vensim software to simulate the population policy,car use policy,travel,public transport alternative policy policy and land use policy,temporal distribution adjustment.Under the policies above,travel time and space consumption changes is obtained.Also,Beijing traffic congestion policy recommendations are obtained.Based on the above analysis,this paper draws the following conclusions:(1)The various modes of transportation per capita consumption of time and space index calculation,the subway < the walk < the bus < the Shuttle bus < the bike < the car < the taxi,we can reduce the consumption of time and space by choosing public transportation and non motorized travel.(2)According to the policy simulation results,the policy for the suppression of city total consumption of time and space effect from big to small in turn is: the public transportation policy > the car use policy > the land management policy > the alternatives trave policy > the distribution adjustment policy > the population control policy.(3)In all kinds of policies,we should pay attention to the development of public transportation and improve the sharing rate of public transport,which is the most important way to solve the traffic problems of large cities with high population density.
