Research On Traffic Congestion Control Problems And Countermeasures In Dalian

With the flourishing economic development,the issue of traffic congestion in Dalian City has become increasingly severe,revealing an imbalance between traffic supply and demand.This has significantly impacted the commuting experience of citizens.While the Dalian City government has implemented a series of measures to enhance traffic supply,such as constructing rail transit and building cross-sea passages,the existing transportation capacity is insufficient to meet the growing travel demands,especially in areas constrained by geographical conditions.Therefore,effective regulation and guidance of Dalian City’s transportation system to meet current practical needs have become the primary choice for alleviating the current traffic congestion issue.This paper is based on the actual situation of traffic congestion in Dalian city.It employs methods such as literature review and field research.It takes the perspective of the Dalian municipal government’s traffic management,and is closely linked with relevant disciplines such as public administration.The paper conducts an in-depth investigation and analysis of the traffic congestion in the four districts of Dalian,aiming to provide corresponding methods and strategies to address the current traffic congestion issues in Dalian.Firstly,we conducted a survey on the travel behavior of Dalian residents and the current situation of traffic in the main urban area to comprehensively understand the behavioral characteristics of the main subjects of traffic demand and the factors influencing traffic demand in the main urban area.Secondly,we conducted an in-depth study of the specific manifestations of traffic congestion in the main urban area,and explored the fundamental causes of traffic congestion in Dalian,including issues such as uncoordinated land planning,rapid growth in the number of vehicles,insufficient supply of traffic facilities,lagging management policies,and a lack of traffic ethics awareness.Finally,based on theoretical analysis and empirical conclusions,a series of comprehensive measures to control traffic congestion are proposed.Firstly,promote a scientifically reasonable urban layout,advocate a multi-center city structure,and adopt a land compound utilization model.Secondly,strengthen the regulation of vehicle ownership and use,emphasize controlling the growth of motor vehicles,increase the cost of owning a motor vehicle,and restrict the use of existing vehicles.Thirdly,improve the multi-level road network structure,build a sound public transportation system,and develop an intelligent and efficient traffic system.Fourthly,strengthen market-oriented operation and management policies,recommend charging congestion fees during peak hours and in congested areas,increase the cost of parking in core areas,and explore new models for vehicle insurance fees.Fifthly,cultivate a mature traffic culture atmosphere,advocate the cultivation of a green travel concept,and foster civilized travel habits.
