According to the theory of David Easton,public policy,a decision and implementation process of the rational allocation of the social value,is created by national institutions and public bodies to achieve certain public purpose.Citizens participating in the public policy process has become a consensus in theory and practice community.It can not only improve the legalization of public policy,but also make the policy more scientific.The traditional model of policy participation ignore the differences of citizen participation patterns under different policy context,while this article brought forward the analyzing framework,or perception to expectation based on Roy Theodore's policy theories and Sabatier's statement of the structure of policy belief in his advocating coalition framework.It aims to discuss the model division of citizens participation in policy,and then embed four modes(efficient,inefficient,decentralized,and formal)into four policy situations(distributive,constitutive,regulatory,and re-distributive).Logical deduction fail to fully prove the model and problems of citizen participation in policy process.The article,according to four policy situations,chose four relevant classic cases,concluded the merits and defects,and responded to the results of theory analyzing as well as making ratification.It finally made the following conclusions based on logical deduction and case analysis.It's essential to focus on theory framework of citizen participation in public policy,and the implications of citizen recognition and expectation.The suggestions for polices include four aspects.First,resolve problems of trial and error apace in regulatory policy context,second,deal with “ inefficient citizen participation " in the context of constitutional policy",third,solve the problem of "only hearing without doing" in the situation of redistribution policy,fourth,balance decision cost and external cost factors in a distributive policy context.
