Research On Citizen Participation In The Process Of Public Policy Formulation In China

In the process of the development of Chinese and Western political ideology,citizen participation has been affirmed with different discourses.In the practice of political development,citizen participation has received increasing attention.In the seventies and eighties of the 20 th century,the Public administration change Movement engulfed both developed and developing countries.Later,citizens gradually took part in the process of formulating public policies.It was only that different social environments had different degrees of participation.The theoretical study of Chinese citizens' participation in policy formulation has lagged behind the development of participation in practice.The rise of modern public governance theory has opened up the idea of multiple governance subjects or participants for public affairs management.Since the founding of the People's Republic of China,the development process of policy participation by Chinese citizens has undergone mobilization-type participation,closed-ended input within the elite policy,and absorption-type participation since 2000.With the advancement of economic and political system reforms and economic and social development,the awareness of citizen participation has increased significantly,citizen participation has gained more institutional guarantees,the scope of participation has increased,and the participation of citizens has diversified.Through the research and analysis of the value and content of citizen participation in public policy formulation process,while affirming citizen participation,it also recognizes that the current citizen participation in this process still has certain problems that need to be solved urgently.Citizens' interests appeal expression is not The patency,the non-institutional and disorderly characteristics of citizen participation are obvious,the influence of their participation shows an unbalanced character,and the degree of participation is low.This paper believes that the reason for these problems lies in the insufficient attention of policy makers to citizen participation,the different participation capabilities of participating participants,and the defects of traditional participation models,as well as the lack of perfect institutional guarantees.Therefore,this paper believes that solving these problems first requires policy makers to be able to establish awareness of democratic decision-making and citizens to form a good sense of participation.On this basis,it will increase participants' participation capacity,broaden participation channels,standardize citizen participation procedures,and participate in innovation.Models,etc.,to guide citizens in orderly participation in policy formulation,and the most important is that both policy makers and participants need to exercise rights,assume responsibilities,fulfill obligations within the framework of the system,and ensure citizen participation through standardized procedures.The operability and effectiveness ensure the government's commitment to performance and the scientific,democratic and normative policy processes.
