Countermeasure Research And Enhance The Status Of Heilongjiang Province Government Executive Ability

The executive power of the government is a government organization in the ability to effectively execute demonstrated the process of performing daily affairs and policy, is the key to implementing policies of the Party Central Committee and the State Council, is the decisive force to maintain its survival and development. Since 2006, Premier Wen Jiabao in the"government work report" in put forward clearly "increase the government executive ability and credibility of the government" since, our country has raised the problem of the government executive power of boom.The natural conditions and social development based on the Heilongjiang Province,Heilongjiang province analysis of the executive power of the government from five aspects of the organizational structure, the reform of the administrative system, the running cost, work style and construction of civil servants, and summarizes their characteristics, find out the existing problems. These problems have seriously restricted the development of Heilongjiang provincial government executive ability, therefore, this paper analyzes the causes of these problems, namely, the quality of government staff is not high, the operating mechanism of the government is not reasonable,the imperfection of system guarantee,for the purpose of promoting the Heilongjiang province government executive ability and put forward the corresponding countermeasures and suggestions, to promote the development and progress of Heilongjiang the provincial government executive ability, and promote the development of Heilongjiang Province in the political, economic, cultural and other fields.
