Research On The Executive Power Of County-level Governments In My Country In The New Era

The governmental executive ability that the government has unneglectable responsibility is the key element.As an executive ability,which state will must have necessarily is one of the inevitable premise and basic requirement that lead the government organization to existence and continuation.According to the county government located in the subordinate status relatively,it is the key element that represents the national wills.The central and higher authorities make a main element also that all public policies reach to the most basic level villages and towns.With the reform of our country administrative management system gradually deeply,the administrative levels have decreased.As a result the status that the county-level government becomes locally basic level government trends to strong.This paper is based on the above background.According to the governmental executive ability of China county government that is the research object,this paper explains the connotation of the governmental executive ability by analyzing the general concept of executive ability.Analyzing current situation,main problems and reflecting elements which the governmental executive ability of China county government has improves the strategies and measures of the governmental executive ability of China efficiently.This paper contains six chapters.Chapter One,Introduction,mainly focuses on the background and significance of the research,the current studying status at home and abroad,contents and methods of study.Chapter Two,The summary of the governmental executive ability,highlights the concept and elements of governmental executive ability and relative theories of existing research,such as Collective Action Theory,System Theory,Principal-Agent Theory etc.,which are referred.Chapter Three,Analyzing the Problems that exists in Governmental Executive Ability and Affecting Factors,discusses the problems that currently exist in governmental executive ability,which are the lack of specific criteria in administrative execution,singleness of execution,non-abidance of the law and a relaxed attitude towards the aspects,and so on.Chapter Four,Analyzing Affecting Factors of the governmental executive ability of China county government,contains rights and liability relationship,the government personnel system and organization structure,local protectionism and supervision mechanism,public policy,administrative culture and so on.Chapter Five,Recommendations and Measures of Improving Our Governmental Executive Ability of China County,mainly focuses on improving our executive ability to construct a highly efficient and powerful government by the following measures:reconstructing a highly executive administration,building and completing the benefit adjusting system,improving the quality of making decision,strengthening the monitoring system,constructing a duty-responsible system and fostering a governmental executive culture.Chapter Six,Conclusion,concludes the research and puts forward the direction of further research.
