Research On Dilemma And Countermeasures Of Social Organization Participating In Urban Community Service

With the development of social economy and the improvement of people's living standard,the needs of community residents is increasing,and presents the characteristics of diversification,differentiation,the content of traditional community service has been unable to meet the increasingly diverse needs of community service,the reality calls on the improvement of commnuity service.At the same time,along with the reform of government,the government release part of function to the social,social organization as the"third sector",not only make up for the defects of the market and the government,but aols has many advantages,such as public-spirited,non-profit,closing to the grassroots,so it fully deserve to become one of the community service providers.However,due to the development of social organizations in China is not mature,and the external environmental constraints,there are still many problems of the social organizations in the process of urban community service,these problems lower the effectiveness of the community service,and hinder the promotion of community services.What are the difficulties for the social organizations to participate in the urban community service,and what are the causes of these difficulties?This has become the two important issues in the effective participation of social organizations in urban community services.Combined with the semi structured interview and participant observation,this paper from six aspects to describe the present situation of X service Center for the elderly when it participates in urban community service,ingculding the course of development,socail organization structure,human resource,fond source and use,hardware,service content and effect,then analysis the delimma in the process of providing the community service,including organization structure,speciality,service delivery,resources acquisition,.In detail,these problems are lack of professional talents,the missing of talent mechanism,the volunteer team is not stable,lack of awareness of community residents to participate in community service,service positioning is not clear,resource dependence and resource shortage,loose internal management of social organization,lack of external supervision mechanism.The reasons for these problems are in many aspects,this paper summarizes them from three aspects.In the government level,reasons are the government system construction lags behind and lack of support for social organizations.In the aspect of social organization,it also has many problems,including curing service content,loose internal management and low resource acquisition ability.In the community level,including the participation consciousness is weak,and the cognition deviation to the social organization.Finally,according to the above four aspects of difficulties and problems,and combined with the generation of the plight of the causes,this paper puts forward countermeasures and suggestions.Countermeasures and suggestions including perfect policy and system environment,strengthen the capacity of the social organization,enhance the community residents participation awareness,innovation the community service mode.
