The modernization of China,with its largely rural population,is influenced by the development of rural society.The stability and harmony in rural society is one of the important conditions of building a harmonious socialist society,as well as,the key to building a well-off China in an all-round way.Rural society building is based on proper governing.Therefore,in the new period,it is an important point to explore a path adapted to the development of China’s rural social governance in order to speed up the construction of new socialist countryside.Since the foundation of the New China,rural governance mode has changed several times to adapt to era development.In a sense,both of the advantages and disadvantages brought by the transformation has become an important part of perfecting rural governance mode.In 1983,"rural politics" mode was implemented,which means that the country set up a grassroots regime in township and carry out the autonomy in villages.Launching the mode lakes a noticeable difference in rural society,which has not only dramatically improved the lives of the villagers,but also legally entitled the villagers to the democratic autonomous power.However,as time goes on,"rural politics" mode has exposed some problems which in short,can be traced back to the lack of interaction and mutual benefits between the state power and villagers’ autonomy.To break the bottleneck in governance,new governance intervention is urgently needed in rural society for improving and realizing the goal of "good governance".The multi-subject co-governance provides a new method for us to study and solve the,rural politics,model predicament and provide us a new perspective on the development of rural governance and new socialist countryside construction.The multi-subject co-governance means in the rural society management process,under the leadership of the Communist Party of China and guidance of the government,multiple subjects such as political party organizations,governmental organizations,rural community organizations,and villagers all participate in the management of public afifairs in rural society under principles of "equality,consultation,mutual assistance,and cooperation" through the network operating pattern and "vertical and horizontal integration" operating mechanism.Integration between state power and villagers’ autonomy will be achieved through consultation and co-governance in order to realize the goal of unified and harmonious development.Applying the multi-subject co-govemance is conducive to encourage rural grassroots organizations to participate effectively in rural governance,which plays an important role in transforming from government-dominant governance to modem public governance and provides an effective way to the process of rural "good governance".This paper is based on collaborative governance theory,multi-center governance theory and good governance theory to analyze problems existed in rural governance.The multi-subject co-governance theory provides a method to cope with the predicament in"township village governance".A detailed discussion will further elaborate on the operating conditions of a collaborative governance,operation mechanism and operation results,which aims to reshape rural governance structure in order to bring about a new method to realize the rural "good governance",Abiding the nature of development of all things,the predicament facing multi-subject co-govenance will be analyzed and solutions will be brought out so that it can better meet the needs of rural governance development and implement our vision of constructing a new socialist countryside.
