The new rural community intends to improve housing conditions by centralized residents,and improve the countryside appearance by building infrastructure and enrich farmers' life by resource integration.Its construction and development are more compatible to the current situation of Chinese rural areas.Meanwhile,as a major initiative to promote the construction of Chinese urbanization,it is capable of the improvement in farmers'cultural and spiritual life and is more suitable for the main tend of the future urban-rural development.Based on the construction of new rural communities in the first pilot sites,the development of new rural communities has been widely emphasized by all levels of government and gained positive effects,which are shown in the apparent improvement in rural residents' living,medical and educational conditions.However,though the new rural community has been detached from traditional villages,a huge gap still exists between rural and urban communities.This decides that the govermance of new rural communities cannot copy the existing management mode.On the road to discover a specific govertance pattern,some problems have inevitably occurred including extra interference from the government,the marginalization of social organizations,and low participation rate in community work.The rapidly developing society comes with the emergence of many other social parties.Similarly the governance issue of new rural communities shows that it is essential to make use of the coordination and participation of free market and many other parties,which will gradually constitute a multiple governance system.And it is clear that the establishment and perfection of the system depends on the government's support and social organization's cooperation as well as wide participation of residents led by countryside elites.Based on the facts and logical thinking on the above,this paper is going to discuss upon new rural communities,multiple subjects and cooperative governance.This article is constituted by six parts.The first part is an introduction clarifying the meaning and purpose of this research against Chinese backdrop.Besides,it also illustrates the research status about the rural communities and governance,defines the core concepts of the article and describes its writing ideas.The second part reveals the new realities of rural communities'governance,analyses the necessity and the feasibility of the transformation of governance and erects in the analytical framework of cooperative governance as well as sets out the main elements of the analysis.The third part makes a detailed analysis on the three most distinctive new rural communities and describes the cooperation and governance of these communities,selecting Jingjiang City,Jiangsu province as the study object.It introduces the basic situation of cooperative governance in the community,including the participants,the formation of cooperation conditions and the application of cooperation mechanism.The fourth part first shows the existing achievements and shortcomings about the cooperative governance of Jingjiang's new rural community from two perspectives(new rural construction and residents respectively).Then it analyzes the differences between the government,civil organizations,rural elites and residents.Furthermore,it sees a new challenge with which cooperative governance in new rural community will be faced.Combining the above literature and research examples,the fifth part further explains the different roles and functions of each subject and analyzes the interaction mechanism of multiple subjects in new rural community and the ways to improve governance cooperation.In order to provide reference for the most rural areas,the last chapter proposes several universal means of collaborative governance upon new rural community.
