Background: As an administrative law enforcement department that serves the local economic development and maintains the order of fair competition in China’s socialist market,the administration of industry and commerce undertakes the great missions entrusted by law to crack down on economic illegal behaviors,protect the legitimate rights of consumers,admit and supervise the market operation subjects.There are more than 200 kinds of laws and regulations involved in daily work.Legal training is an important way to strengthen the law enforcement ability,is the key to improve comprehensive quality and build a strong industrial and commercial administrative authority.For a long time,the legal training of administrative law enforcement personnel in the administration of industry and commerce has not been paid enough attention.There are various problems in the old training system,and it is obvious that the administration of industry and commerce cannot adapt to the challenges in the era of knowledge economy.Due to the changes of economic and legal situation and tasks,legal training both in content and target requirements,or on the objective environment and conditions,do a large change.Those trainings based on the actual needs are more targeted and effective.By investigating law enforcement officers in Nanjing industrial and commercial administration system,the purpose of this study is to know about their current cognitive situation of legal knowledge,and their training needs,in order to provide theoretical support for more effective on-the-job legal training for the industrial and commercial administrative law enforcement personnel in the future.Objective/Target: By investigating the current cognitive situation of legal knowledge,the present situation and demands for legal knowledge training of the law enforcement officers in Nanjing industrial and commercial administration system,this research is aimed to provide theoretical support for standardized legal training,and to promote the development of industry and commerce administration.Methods: By means of convenient sampling,a questionnaire survey was conducted on 154 administrative law enforcement officers in Nanjing industrial and commercial system.The questionnaire was designed on the basis of domestic and foreign literature and consulting experts,including basic information of administrative law enforcement personnel,cognition investigation of legal knowledge and demand survey of legal training.Questionnaires were distributed and collected through a third survey website,and the results were imported into Excel2016 to establish a database.SPSS19.0 statistical software was used for data analysis and processing.Results: 1.The law enforcement personnel of industrial and commercial administration have a poor grasp of work-related legal knowledge,with an average score of 24.84 ±7.76,giving a score of 62.1%.2.Law enforcement officers of different ages,majors and grades have different knowledge level of law.3.Law enforcement personnel have low satisfaction with current legal knowledge training,with only 28.6 percent very satisfied and satisfied,and 94.8 percent of law enforcement personnel consider that legal knowledge training is necessary.Conclusions: 1.Law enforcement officers’ knowledge of work-related law varies with different ages,majors and ranks.Therefore,it is necessary to recruit graduates in law to join the administrative law enforcement team in order to improve the legal literacy and professional level of the team.At the same time,they should be guided differently in relevant training and work assignment in a planned way.2.The law enforcement team is seriously aging and lacks systematic research and study of laws and regulations.It is urgent to recruit young civil servants as fresh blood,ensure the vitality of the team and the stable improvement of the overall legal literacy,so as to carry out the administrative law enforcement work more effectively3.Law enforcement personnel have a high demand for training in laws and regulations.They hope to regularly participate in off-job or semi-off-job training within 7 days,systematically study administrative law,civil and commercial law,economic law and other laws and regulations related to practical work,update professional knowledge and improve law enforcement skills.4.Legal knowledge training needs to be improved and strengthened.At present,the training frequency of relevant legal knowledge is insufficient,and the training content,teaching form and training effect are not satisfactory.At the same time,there is a lack of follow-up feedback on the training effect.In the later stage,we can increase the proportion of training contents such as practical courses and case-based statements,organize and carry out various forms of activities such as case discussion and legal competition,increase the frequency of training,formulate systematic training programs for law enforcement personnel,track and record personal training files,and to improve the legal literacy of the team systematically through various vertical and horizontal training.
