Study On Perfection Of Systems Of China’s County Government’s Administrative Decision-making

The realization of scientification, democratization and legislation in administrativedecision-making is one of the key factors to decide government’s success or failure, whichneed a perfect system as its guarantee. To improve the systems of county government’sadministrative decision-making is not only the core content of promoting the SocialistDemocratic Politics Construction in China, but also is as an important guarantee of liftingthe governing capacity of county government.As for the county government, the effect of perfecting the systems of countygovernment’s administrative decision-making is obvious. The systems of countygovernment’s administrative decision-making are one of components of the nationalpolitical system, is the basic and critical link of promoting the reform of the government‘sdecision system in our country. The county government should set a new concept ofdecision-making, promote the improvement of the systems of county government’sadministrative decision-making deeply.The logical structure of this article is in the following:In the first part, the paperclarifies the research thought, method, its major contents and innovative points on thebasis of illustrating the selected topic background、its meaning and the introduction andcommentary on the related research achievements of governmental administrativedecision-making system which are made by the experts and scholars home and abroad.Inthe second part, after the background and content of the Marxist theory of democracy,Simon’s limited rational decision-making theory and the new institutionalism theory areintroduced respectively, we analyze the reference and enlightenment for improving thesystems of county government’s administrative decision-making of the above threetheories. In the third part, it defines the related concepts and explains the improvement ofconstruction of the systems of county government’s administrative decision-making levelfor realizing the meaning of scientific and democratic decision-making.In the fourth part,taking the current situation of Liuyang and Shuangfeng for example, it summarizes theexperiences and shortages of construction in the systems of government’s administrativedecision-making.In the fifth part, it analyses the reasons of administrativedecision-making’ s problems that arise, which puts the reasons resulting in the difficultposition of system construction of county government’s administrative decision-makingdown to the following four aspects, including subjective consciousness dislocation,objective environment restriction, shortages of subjective ability and deficiencies in thesystem.In the sixth part, putting forward the ways to improve administrativedecision-making system of our county government what explains in the following:enhancing information processing capability of administrative decision-making andamplifying administrative information management system; guaranteeing the transparentand fair decision-making and enlarging the public participation in administrative decision-making; amplifying decision-making consultation institution-building andadvancing the process of administrative decision-making scientization; clarifying therights and responsibilities and perfecting administration decision-making error system;attaching importance to the coordination between administrative supervisors andpromoting supervisory power of administrative decision-making.
