In 2014, at the 18 th session of fourth plenary session of the communist party of China proposes that we need to improve the decision-making mechanism in accordance with the law, the public participation, expert argumentation, risk assessment, the legitimacy review, collective discussion decided to determine the legal procedure of a major administrative decision-making, ensure public scientific decision-making system, due process, process and responsibilities clear. In order to implement the 18 th session of fourth plenary session of the spirit of the abovementioned documents, in order to ensure the major administrative decision-making to be scientific, democratization and legalization of the implementation, better restrict power and preventing corruption, improve the administrative organs and public relations, we should seriously explore, build and gradually perfect the public participation in major administrative decision-making system. This paper is through study the basic theory of public participation in major administrative decisionmaking, specific analysis the current situation of public participation in major administrative decision-making in our country, to explore further perfecting the system of public participation in major administrative decision-making paths and measures.Construction and gradually perfect the public participation in major administrative decision-making system, without consideration of problems faced by public participation in practice. From the point of legislation, the constitution provides for citizens in our country is very extensive freedom rights. In law, however, did not make clear a regulation of public participation in the specific procedures. In administrative law, the public participation is to make the rules of the simple principle. In addition, the government information disclosure is not sufficient, do not have a high level of public organization and participation main body is not clear, the hearing system is not sound, lack of public participation relief and a series of problems such as unreasonable administrative decision-making model, have hindered the steps of public participation in advance.On the basis of the above analysis, the author put forward to further improve the system of public participation in major administrative decision-making Suggestions. Specifically, in the aspect of legislation, the proposal to develop a unified national applicable law; For a specific problem, also can take corresponding measures. Such as to perfect the government information publicity, clear the specific procedures and improve the hearing procedure of public participation, provide legal relief and build participatory governance mode participation measures.
