Study On The Illegal Construction Of Governance Issues Left Over By History In Shenzhen Baoan District

Under the era of reform and opening up,Shenzhen,as one of the major cities in the reform and opening up,has successfully transformed from a small fishing village to a modern metropolis.Shenzhen in the development process is facing many factors,especially the lack of land resources has seriously hindered the rapid economic development.At the same time,Shenzhen also has a lot of historical legacy of illegal construction,the historical legacy of illegal buildings due to the nature of the land,city planning,construction quality,public facilities and other reasons seriously affects and restricts the further development of the city.Therefore,the issue of how to coordinate urban modernization and construction of illegal construction has been put on the agenda,the pilot work of rural urbanization historical legacy of illegal construction work is also carried out.In this paper,the most representative of Baoan District as the object,through the research on the formation of the illegal construction of the historical background,causes,treatment status,there are several issues of concern that deal with illegal construction and management process:work led by the government,the lack of public participation,ignoring the villagers and buyers and other interests of stakeholders;the lack of effective communication and coordination mechanism between the government and the public,public policy is not fully understood,actively participate in consciousness,initiative to accept the deal will not strong support for illegal government governance;building the lack of systematic,comprehensive and sustainable legal system,to participate in illegal construction and acceptance with the lack of effective restraint and supervision.The reasons for these problems are:lack of law,not from the legal control of illegal building norms and explicit guidelines;policy,government planning lag,the illegal construction governance idea is backward,single means of governance;dislocation of the historical process of illegal building process failed to consider the full range of various interests the imbroglio,trying to solve the problem of thinking revolution.According to the historical existence of illegal construction work,the city public participation theory,governance theory,stakeholder theory,put forward the comprehensive management mechanism including illegal construction,improve the supporting legal system,specification refinement processing program,strengthen the source of comprehensive treatment,pay attention to guiding the public participation system control scheme.To provide reference for Shenzhen’s historical legacy of illegal construction management.
