Research On Public Participation Mechanism Of Urban Community Governance From The Perspective Of "Asset-Based"

The Western "Asset Based Community Development"("ABCD")model(which will be expressed in the "ABCD" model)is of great significance and value to the public participation in community life.In the process of community practice in China,the Western "ABCD"model was localized and evolved,and "Community Creation" was taken as a new concept of community governance.The author puts forward the "Chinese Corporatism ABCD" model for the practice model of the research case.For this reason,the study takes the fourth neighboring center of D Street in Shanghai as an example.Using participatory observation and semi-structured interviews,in view of the current demand-based disadvantages and the current situation of insufficient public participation,the author deeply explores the practical application of the "ABCD" model in the location community of our country.And the author analyzes "What kind of public participation mechanism does it present?" and "Why this model can promote public participation?" That is,"What is the relationship between the 'Chinese Corporatism ABCD'model and public participation?" First of all,at the government level,the Neighbourhood Center is set up as a base to pool community assets.The author shows the community assets of the neighboring center from the macro social environmental assets,the meso-citizen group assets,and the micro-personal ability assets.Secondly,the author analyzes how social workers excavate the inner ability of community,who promote the public participation in a companionship manner.Finally,the author sorts out the horizontal and vertical community relationship network formed in this process and its cause.Based on this,the author proposes that the neighboring center in the process of community governance presents six major public participation mechanisms.It includes resource integration mechanism,cooperation mechanism,link resource mechanism,guidance mechanism,training mechanism,and relationship construction mechanism.It is concluded that the community presents the prototype of the community community consciousness of"building of acquaintances,formation of autonomous norms,and establishment of community associations".Moreover,this study draws conclusions from the "ABCD" model in the location community of our country.Firstly,under the asset orientation,the government builds a public participation platform to pool community assets,and social organizations can make full use of it within a certain scope to promote public participation.Secondly,under the internal orientation,companionship and trial and error platform construction have a certain impact on the internal capacity building of the community.Thirdly,under the relationship orientation,the community relationship network has changed from the past multi-disciplinary interdependence to the present multi-subject,cross-departmental,interdisciplinary interaction and collaboration of the community relationship network.In this way,the community is more likely to promote public participation and form a community,realizing sustainable development of the community.
