According to practices in many countries, consumer issues are the deep social roots of consumer protection legislation. Consumer issues are changing into different categories as times change, and it's a sustaining and ever-changing topic for consumer protection legislation. China has a large population base and complex social situations, the consumer protection legislating has lasting for 23 years, and the Consumer Protection Law is basically sound, it's able to protect consumer rights for the whole society.Thailand began the legislation of consumer protection in the earlier years, and it's achieving better results. However, due to the political instability,Thailand's consumer protection legislation hadn't form a complete system to protect consumers, managers and organizers. In recent years, with the development of economic globalization, the communications between Thailand and China is ever more frequently, especially the tourism growth recently has bringing more cross- border shopping. Inter-borrowing of consumer protection legislation is convenient, but the cross-border trade between the two countries has causing problems of consumer protections, and these are the most serious problems.Therefore, wecomparing consumer protection legislation systems of Thailand and China, then analysing the consumer rights, operator obligations, operation of rights protection group and punishiment rules of the two countries, these acts are of great help to consumer right's protections of both countries.Besides, as the general trend that internet involves more frequently in economy, electronic commerce is making a spurt of progress in many countries,driving the economic growth and causing a number of social problems at the same time.That's the challenge that together, both countries are going to meet. However, China has the second most internet users in the world, the Legislation of electronic commerce protection is more complete. As Thailand also has a accessible internet connection, there's different problems for it to come up against.Except for comparing Consumer Protection Law of Thailand and China, here we present the development of internet in the society and the problems causing by it,using the China's relevant regulations and approaches as reference to provide advise for improving and developing Thailand's Internet service.
