Research On Consumer Organizations' Functions In The Consumer Rights Protection

More attentions are paid on the protections of consumers' rights all over the world. The issues of how to strengthen the functions of consumer organizations in protecting the interests of consumers are concerned by the whole society. Based on the theory of consumer,consumers organizations, the research analyzed the situations and problems in consumers rights protection. The reasons of why the functions of consumer organizations were constrained were also explored. Then after introducing the advanced systems of consumers protections from several other regions, valuable experiences were obtained. Finally, the research proposed suggestions to strengthen the functions of consumer organizations in our country. The paper was divided into four chapters. The first chapter described the concept and characteristics of consumer, consumer organizations and its nature and effects. The second chapter explained the theories of consumer rights and consumer protection features under current situation and the existing problems were also analyzed. The third chapter introduced a comprehensive experience of consumer protection legal system throughout the world including the United States, Germany, Japan and Taiwan region of China. Their experiences of consumer protection, protection agencies, consumer dispute resolution and other characteristics were summarized and analyzed. The fourth chapter focused on the current consumer situation and problems and forwarded three proposals to strengthen the functions of consumer organizations in consumer rights protection: (1)the establishment of group litigation system, (2)the establishment of small claims system ,(3)establishing an independent image and keeping the fairness and authority of consumer organizations.
