From "Rejection" To "Reciprocity"

It is an important measure to promote the reform of Chinese social governance system by means of the government purchasing social organization services.But now it is still in a low-level just promoting by leadership.The grass-roots government has less enthusiasm in this way of social services,resulting in the grass-roots government who undertaking the social work institutions of government purchasing services appeared different degree of "rejection" response.The writer as the "three-area" project in Gansu province L project site of front-line social workers,in the process of project implementation,through practice research,interview method and questionnaire method and other research methods,studying the problem of the relationship between the grass-roots government and social work institutions at the grass-roots level how to shift from "rejection" to "reciprocity".In the study,mainly based on the theory of rejection and reciprocity,we measure grass-roots government's rejection of social work institutions at the beginning of the project implementation from three dimensions,the requirements,the stability and the negativity;we measure project implementation of the relationship between the grass-roots government and social work institutions at the grass-roots level to the middle type "reciprocity" transformation from three dimensions,the sexual equality,the interests and the real-time..Measuring content are from three aspects: interviews,questionnaire survey and the writer's observation and analysis of actual interaction between the grass-roots government and social work institutions' actual interaction and observation analysis.The paper reviewed the research status of relationship between government and social work institutions,analyzed the basic-level government on social work institutions "rejection" reaction causes: grass-roots government demand for the government purchasing services is not high,negative attitude,social work institutions intervention,to a certain extent,will affect the stability of the grass-roots government system,the negative factors in basic-level government reject the social workinstitutions.Combining with the practice of "three area" project L project site in Gansu province,the writer put forward the social work institutions to meet the government's "rejection" response strategy: exploring the needs of the grass-roots government;maintaining the stability of the grass-roots government;overcoming the passivity of the grass-roots government;making the relationship shift from "rejection" to "reciprocity".
