Research On The Performance Evaluation Of E-government In Hebei Province Based On Factor Analysis

With the historic reform of the governance,the pendulum of governance has begun to swung in the service-oriented government.In terms of citizen,the consumption and demand of government information are growing continually,how to make it easier,make it more comprehensive and cheaper,is the main issue for the public's demands.And the rapid development of information technology,networking and intelligentize can make it all possible,E-government has been placed high expectations,"Internet + government service" is becoming an important issue for the construction of the service oriented government.The purpose of this paper is to build a performance evaluation system of E-government for Hebei Province,after analyzed the emerging problems and difficulties during the advance process of Hebei electronic government affairs,the paper have draw some feasible suggestions.In the theoretical sense,the E-government is the content of the service-oriented government,which provide a variety of methods and conditions for the innovation of the governance.The performance evaluation of E-government is an important part of the government's credibility,it is also affect the execution of the government's work.Only the E-government has been operation in a highly efficient way,can make the development of E-government fit in with the requirements of innovation management.In the practical sense,the development of E-government in Hebei province are below the average quality in China.At present,there is no systematic academic achievements for E-government performance evaluation in Hebei province,therefore,the performance evaluation of E-government in Hebei province is a very urgent issue.The paper used the literature research,comparative analysis,quantitative analysis and other research methods,take 11 cities government portal of Hebei province as the research target,established an evaluation index system which is suitable for Hebei province.This index system is divided into four subsystem,they are basic preparation subsystem,online service subsystem,electronic participation subsystem and mobile government service subsystem.Base on the original data the paper used SPSS software to make a factor analysis,after the factor analysis we can draws the score for those four subsystems and thecomprehensive score.After analyzed and discussed the result,this paper summarizes 4conclusions and 4 development strategies,This paper puts forward the countermeasures from four aspects,they are: prepare base,online service,electronic participation and mobile government.
