Evaluation Research On Social Evelopment Level Of Hebei Province Based On People’ Livelihood View

During Eleventh five-year period, our country encountered many jumbo naturaldisasters and underwent the influence of global financial crisis; and the imbalance andinconsistent problems in China’s economic development mode was still prominent, butunder the guidance of scientific outlook on development, our country’s socialdevelopment gradually transforms from “take economic development as the center” to“take the person’s overall development as the center”; the people’s livelihood in China stillgains significant development and our country enters into a new historical period forbuilding a moderately prosperous society in all aspects. During twelfth five-year planperiod, safeguarding and improving people’s livelihood faces many challenges.Confronting challenges, we need to focus our effect on the transformation of economicgrowth pattern. Meanwhile, we try hard to remove the urban and rural dual structure,boost social equity and justice and enhance social management and construction to ensureand improve people’s livelihood.The twelfth five-year plan of Hebei province also put the development of people’slivelihood in an important place and livelihood issues become the top concerns of thegovernment and the public. Under this circumstance, researching the social developmentlevel from perspective of people’s livelihood not only becomes the objective requirementfor government to evaluate social development level but also the inevitable demand duringsocial development evaluation and research process. On the basis of compositing relevantresearches of domestic and foreign scholars on social development evaluation andlivelihood theory, this thesis tidies the social development concept based on livelihoodview, confirms the characteristics of livelihood society and the meaning for constructinglivelihood society and formulates evaluation index system of social development levelfrom people’s livelihood aspect. As well as combining statistical yearbook data, applyingfactor analysis and clustering methodology and using SPSS software, this thesis deeplyanalyzed the changes and shortages of social development level of Hebei province fromannual, individual and comprehensive angles. On that basis, this thesis puts forward a series of countermeasures and suggestions to improve the social development level ofHebei Province by combining its characteristics.
