The Evaluation Of The Government Functions In Collaborative Developmentof Beijing-tianjin-hebei Region

With the rapid development of China’s economy, the development gap between different regions is widening, which has an serious effect on the harmonious development. While the geographical position of Beijing-tianjin-hebei is close and their urban functions are similar, various reasons such as factor endowments and policy difference lead to a great gap between economic and social development of beijing-tianjin-hebei region.How should government use its functions better to form a new growth pole, which has significant strategic and realistic meaning not only for the collaborative development of beijing-tianjin-hebei region and even for the national economic and social development.This study is based on the theory of regional synergy and the theory of "market-the government- society" relation and uses the status of collaborative development of beijing-tianjin-hebei region as the breakthrough point, building the evaluation index system of government functions and quantify the level of government functions.The study uses the panel data of beijing-tianjin-hebei,uses SPSS18.0 and factor analysis method, evaluating the government functions in the collaborative development of beijing-tianjin-hebei region.Through the view of government functions of macroeconomic regulation,marketization,public service and social management, the study finds out the problem. Finally,the study puts forward the suggestions are for the transformation government function,gestablish and perfect the functions of the government management oversight mechanism, accelerate the realization of the goal of the collaborative development of beijing-tianjin-hebei region.This research adopts the method of combining theory and practice, combining quantitative analysis and qualitative analysis.The research enriches the theory of Regional synergy development and government functions.This provides powerful reference on accelerating the development of beijing-tianjin-hebei region and has certain guiding significance on the coordinated development of beijing-tianjin-hebei region.At the same time,this has certain reference value on how to improve the governance capabilities of governments at all levels.
