A Study On The Diplomatic Transformation Under The Political And Economic Reform In Myanmar

Since Wu Dengsheng served as president of the Myanmar Federation in 2011,the Myanmar government has taken a series of measures to make snap reform.The domestic and foreign policy of Burma government,which President Wu Dengsheng as the core,compared with military government had undergone a fundamental change after this major transformation.It was mainly reflect on the relaxation of internal economic control and expand foreign liaison network.What's more,on the basis of maintaining good relations with China,Burma will strengthen its external relations with the United States,Japan and the European Union in order to increase their independence.With the above background,this paper will make a research on the political and economic diplomacy of Myanmar after the reform and influence on Sino-Myanmar bilateral relations.This paper analyzes the characteristics of Burma traditional diplomacy before the reform at first,and in contrast the foreign political and economic changes in Burma after the reform with it.Burma not only restored diplomatic relations with Western powers after reform,but also deepened relations with neighboring countries,including Sino Burma relations,India Burma relations.Beside,Burma actively integrated into ASEAN and participated in international affairs.The reasons for the changes,on the one hand,it was due to Burma's domestic intensified political conflict,economic depression and the endangered dominant position of the military government.On the other hand,it was due to the pressure from the international community,including the sanctions of western countries and the influence of ASEAN,also Chinese factors were included.Through diplomatic performance in the new Burma's president Wu Tingjue's term of office,this paper holds that the focus of Burma's diplomacy in the future will change.At first,the diplomatic focus of Burma will be shifted from bilateral relations to regional integration.It will strengthen ties with ASEAN member states and enhance its influence in ASEAN.Secondly,Burma will continue to pursue a balanced foreign policy and keep a maintain neutrality among great powers in order to gain maximum benefit.However,China's strategic position in Burma has decided that Burma will continue to be basis on China and maintain friendly relations with China.
