In 2010,great political changes happened in Myanmar with the civilian government headed by U Thein sein being established Myanmar starting the progress of the transition to democracy.Symbolized by Aung San Suu Kyi's release from detention,the politics and economic condition of Myanmar start loosing.With this background Japan makes more efforts to develop the relationship between Japan and Myanmar.Owing to these efforts,the relationship between Japan and Myanmar has been warming sharply,with the ODA and investment going deep into various fields,leaders meeting frequently,companies pioneering into the market of Myanmar.The sharp developing of the relationship between Japan and Myanmar attract general concentrations home and abroad,which will influence the politics and economy in this area.Many scholars home and abroad the relationship between Japan and Myanmar,some notice that the motive of Japan's action is suppressing China,matching the Back to Asia strategy of USA.Objectively speaking,the measures and tactics of Japan in developing the relationship with Myanmar are very different from other countries.The practice of Japan deserves serious studying.Japan invest much in Myanmar,and gets great achievement in many aspects.But the real effect needs objective evaluation.This paper is designed to find out three questions:First,what's the motive of Japan?Second,how did Japan operate in fact?Third,how is the result of the efforts?Guided by this logic,this thesis will make a detailed analysis and get related conclusions.The first part of the thesis analyzes the motives of Japan developing relationship with Myanmar by means of two theories:Power Exchange Theory and Cognitive Theory and will get the goals and willing of Japan.Through studying large amounts of literature and documents,the second part card the measures and tactics of Japan 's operation in Myanmar and sum up characteristics of that.The last part evaluates the achievements and failures of Japan in Myanmar,with the help of documents and data analysis.This thesis states that,the relationship between Japan and Myanmar performs decently,which does not mean that it just happens suddenly.The bilateral relationship has been developed for decades,and the recent warm is just the result of deepening the relationship in a long time for the loosening of the environment in Myanmar.The democratization of Myanmar provides the stimulus but it does not happen suddenly in fact.Japan's improving the relationship with Myanmar is mainly out of economic factors,as well as getting the influence with the help of economy intercourse.There is the guess that actions of Japan is delicately directed against China,but no obvious evidence is found.The improvement of relationship between Japan and Myanmar produce competitive stress on China as a result,but the troubles China met in Myanmar can not been owed to Japan.In addition,the history is also one of the reasons for which Japan stress the special relationship with Myanmar.The operation of Japan in Myanmar has unique features:First of all,much attention is focused on the grass-rot,and plans are made and executed in details.Secondly,they think long term in practice more than getting shot interests.Thirdly,the government and the non-government unite together to cooperate with each other.The fourth,politic tendency is presented.Through conscientious and careful operation,the bilateral relations between Japan and Myanmar progressed in many aspects,and a good image of Japan in Myanmar was set up.But objectively speaking,the success is not so big.Limited by the vulnerability of the politics and economy in Myanmar,the operation will face many problems.Besides,some big counties out or in this strict produce competitive stress on Japan.
