A Translation Report On Part One Of For The Balance Between Right And Power:the Construction Of A Law-governed China And The Governance Of Soft Law(Excerpts)

For the Balance between Right and Power: the Construction of a Law-Governed China and the Governance of Soft Law is a collection of decades of studies and achievements of Professor Luo Haocai,Chairman of China Society for Human Rights Studies.It reflects the construction of the law-based China over the last three decades.This report is based on the translation of one of the articles in Part One,i.e.“A Link to a Law-Based Government: the Purpose,Vision and Contribution of ‘Outline for Promoting Law-Based Administration in an All-Round Way'”,which mainly states the author's understanding on the value and significance of the “Outline for Promoting Law-Based Administration in an All-Round Way”.The English translation basically serves as a reference for English readers to understand modern administrative law system reform and the rule of law construction of China.This report consists of four parts: task description,process description,case study and conclusion.Task description introduces the background,significance and purpose of this task,analyzes the features and text type of the ST,and explores effective guiding principles for translation.Process description includes pre-translation preparation,while-translating issues and quality control.Part Three,case study,primarily discusses the translation difficulties and translation methods,and this part is discussed at two levels: the lexical level and the syntactic level.At the lexical level,the translator explores different measures in translating legal terms;at the syntactic level,the translator analyzes sentences from an angle of contrastive study between English and Chinese,and the translator focuses on two difficulties: supplying English conjunctions and the choice of sentence subject.Finally,the conclusion is a summary of this report,including the major findings,limitations and suggestions for future studies.
